Interest rates are called "rent" by Adam Smith. During the last 60 years rents have varied from below 0% to over 10% in the USA. In many parts of the world that would be a small variation. 

Most importantly, interest rates determine who benefits and has their wealth increase and who are the losers whose wealth is not increased.
